What is the difference between Permanent Makeup and tattooing?

Permanent Makeup is a cosmetic procedure of tattooing makeup into the upper layers of skin called the epidermis. These outer layers of skin are constantly shedding and renewing. The process of cell turnover makes the color fade in time.

The tattoo process deposits pigment into the deeper layers of skin called the dermis. The cells of the dermis are far more stable than the cells of the epidermis, so the ink will stay in place with minor fading and dispersion.
